Postponed Again
Remember that bill in the State Duma that aims to prevent adoptions between Russia and parents in other countries, unless those countries have established a bilateral adoption treaty with Russia? Yes, I am referring to bill No. 364094-5 (About Amendments to Article 124 and 165 of the Family Code of the Russian Federation). It was due to go up for a first vote in the State Duma tomorrow, November 17. However, on Monday, the State Duma decided to reschedule it again for next Tuesday, November 23. So, it appears we have another week to wait for the results of the vote. At least this time it's only a week!

Hi Catherine,
No, the State Duma's dossier for this bill still shows the same comments. There does not appear to be a politically-related reason for this new delay; it was one of over a dozen bills rescheduled for Tuesday's session. I think it was merely a housekeeping move on the part of the State Duma.

Hi Catherine,
Consideration of this bill in the State Duma was delayed again today. However, this time it was delayed at the request of a State Duma deputy, rather than for bureacratic reasons. I don't yet have the details and I don't know for how long, but I will make a new post as soon as I know.
