MoE Black List Published November 2009

Today, November 20, 2009, the Russian Ministry of Education & Science (MoE) finally published an update to the list of home study and post-placement providers considered delinquent in submitting post-placement reports. This new list, the first in three months, can be found attached to a Russian-language letter on the MoE's official "adoption in Russia" website. It can be downloaded directly as a Microsoft Word document from the following link:

With this release, 31 USA providers have been removed from the list. They were originally listed by 9 different Russian regions. The highest number of removals were from Kemerovo, Yamalo-Nenetski Autonomous Region, Republic of Adigea, Chelyabinsk, and Ulyanovsk. That's a good indication that these regions are fairly easy to work with.

But an additional 62 USA providers were also added this time around. Some of them are appearing on the list for the first time, but many of them have been on the list previously and subsequently removed. That makes for a net gain of 31 USA providers, for a total of 173 USA providers on this release.

If you want to know whether your provider is on or off the list, please download it from the Russian federal MoE's website and take a look. The USA providers' names are in English. Other countries' providers are generally written in the national language of those countries.
