Waiting for an Update

Those of you following this blog know that the Russian Federal Ministry of Education and Science (MoE) tends to update their list of foreign organizations who are considered delinquent in submitting post-placement reports (the "MoE black list") about every six weeks. Today marks the end of the sixth week since the last release, so I am expecting to see an update any day.

I am interested in seeing which regions are represented on this new list. The list released in August showed a large number of agencies removed from a couple of regions. In fact, one of those regions had over twenty providers on the July 1 list but zero on the August 15 list. While I concede it's possible that all of those providers sent in the missing reports, I personally think it is unlikely. To me, it seems more probable that perhaps the regional officials did not get a current list to the federal officials in time to include it on the master list, which would mean that some of those providers may re-appear on the next release of the list.

We'll know for sure as soon as the new list is released.
