More Permit Revocations

Yesterday, the Russian Ministry of Education & Science (MoE) published two more revocation orders in Russian language to their main website's document database, terminating the Permit for Adoption Activity (formerly called "accreditation") belonging to one Canadian adoption agency and one U.S. agency. The permits revoked this time belonged to Societe D'Adoption Quebecoise Une Grande Famille of Canada and Children of the World Adoption Agency, Inc. of the United States. This brings to five the total number of permits revoked by the MoE over the last month.

The revocation order for Societe D'Adoption Quebecoise Une Grande Famille's permit cites an issue related to the maintenance of their registration status as foreign NGO (Non-commercial, non-governmental organization) in Russia. Their permit was suspended in early June.

The revocation order for Children of the World Adoption Agency, Inc.'s permit cites a failure to comply with the relatively new requirement to report within 5 day any change in status of a child adopted through that agency.

This marks the third American adoption agency in a month to lose their permit for an alleged violation of the 5 day reporting rule. Sadly, because the reporting requirement is so strict, I suspect this won't be the last time we see it happen.

My condolences go out to any family (and their prospective children) caught up in this. I hope that your agencies find a way to continue to help you bring your children home.
