Black List Boomerang

Can you believe it's already been six weeks?
Yes. It's been six weeks since the last release of the Russian Ministry of Education & Science (MoE) list of home study and post-placement providers considered to be delinquent in submitting post-placement reports (PPR). This list, also informally called the "MoE Black List," has been updated about every six weeks since February. Because it's been six weeks, careful observers know that an update was due to be released.
And it was. The new list, officially dated August 13, was attached to a Russian-language letter posted on the Russian MoE's official Adoption in Russia (usynovite.ru) website this morning. To access the list from the letter, open the above link and click the link marked Приложение at the bottom of the letter.
Unlike last time, this release includes a very large number of changes.
First the good news: Since early July, almost 60 U.S.-based providers were removed from the list. That's over half of the providers on the July list. This means that clients of those providers can now move forward with referrals and court dates.
However, it's not all good news. Despite the fact that so many providers were removed, the list of U.S. providers actually grew to 141. That means more providers were added than removed this time. But that's not all. This release of the list includes a new twist: the boomerang.
Some providers, previously listed and subsequently removed, are back on the list again. I believe they have been listed by different regions than last time. So, if your provider was listed and removed earlier, check the new version to make sure they aren't listed again.
