Surprise! The MoE Updates the Black List

I guess I ought to know better. Really, I should.

Yesterday, while I was writing my post about the runaround I received from the Russian MoE's Q&A service about how often they are planning to update the list of home study providers considered to be delinquent with post-placement reports (also called the "MoE Black List" for short), the MoE was up to something.

Indeed, they were busy releasing the newest version of the list!

The new file was posted to their official "Adoption in Russia" website (usynovite.ru) early this morning. With a publication date of May 19, that constitutes about a six-week wait since the previous list.

This new list has been reorganized a bit, placing the USA providers in alphabetical order with the rest of the world. It's a bit shorter than the last list, at only 16 pages. It also appears that someone has made an effort to fully alphabetize the English-language names in the USA section.

The good news is how many providers have been cleared since the last release. By my count, 82 of the 152 USA-based providers who were on the previous list are no longer on this list. That's more than half of the USA providers on the April list. It means fewer hassles for all of the pre-adoptive parents using those providers.

The bad news is that this list also contains 50 new USA-based providers who were not on the previous list. And not only that, some of the providers previously listed now have additional regions reporting missing PPR's.

The results for other countries are similar.
